The speech, delivered this week at the International Symposium on Economic Crime titled ‘the fight against skimmers and scammers’, shames not only financial crime and fraudsters (the scammers), but also the manufacturers, promoters and facilitators of so called ‘grey area’ investments operating around the boundary of regulation and protection (the skimmers).
